What the Warm Homes Plan funds, and where flats fit

The Warm Homes Plan is the UK government's £15 billion programme to bring homes up to EPC C and triple rooftop solar by 2030. Two routes matter for blocks of flats:

Warm Homes: Social Housing Fund

For councils and housing associations. The successor to SHDF, funding measures that bring social homes below EPC C up to C or above. Solar PV is an eligible measure, and SolShare makes it deliverable on flats, not just houses.

Warm Homes: Local Grant

Delivered through local authorities for low-income households in privately owned and rented homes, including solar. Relevant where a council's programme covers mixed-tenure blocks.

Why flats have been the hardest homes to get to EPC C

Fabric measures take a block so far. Many flats have no wall or loft to insulate further, and a heat pump per flat is rarely fundable.

Solar was the obvious next measure, but "one roof, one metre" made it impossible to give each flat its own system. SolShare changes that: one funded rooftop array, shared fairly across every flat, with a SAP credit for each home.

Testimonials

"One of our residents reported that her energy bill was £100 less than this same time last year. That's a serious result!"

Net Zero Climate Manager
Lewisham Council

"We installed just 3 inverters with 3 SolShares to serve 35 properties. If it wasn’t for Allume, we couldn’t have done it, there simply wasn’t space to fit 35 inverters."

“This is an exciting first-of-its-kind project for Wales and exactly the type of thinking we need to see within the housing sector.”

“Many of our tenants at Scott Court have already reported noticeable savings on their energy costs, with some saying they’re topping up their pre-payment meters far less frequently. This is a real and tangible step forward in our mission to tackle fuel poverty."

Frequently asked questions

Find quick answers about SolShare, the world’s first technology for sharing rooftop solar in UK flats.
Can solar PV be combined with insulation or heat pumps in the same funding wave?
Yes. Most funded schemes deliver SolShare alongside fabric measures; it is often the measure that closes the gap to EPC C.
Does every flat need its own inverter when installing solar PV on flats?
No. That is the point of SolShare. One inverter (or a few for big blocks) feeds SolShare, which shares the power between flats.
Does each flat get an MCS certificate and SAP credit with SolShare?
Yes. Each flat receives its own MCS certificate and its guaranteed allocation is what earns the SAP PV credit, typically 5–20 points per flat.
Can residents keep their own energy supplier when SolShare is installed?
Yes. SolShare works behind the meter. Residents stay on whichever supplier and tariff they choose and simply buy less from the grid.
Does shared solar work on existing blocks as well as new build?

Yes. SolShare is suitable to new builds and retrofits.

Is shared solar compliant with the DNO and G99?

Yes. SolShare is the basis for G99 Issue 2 Section 7.8, has been reviewed by Ofgem and is accepted by all major UK DNOs.

Do residents have to join a specific electricity retailer when using SolShare?

No. Residents maintain freedom of choice and can stay with any UK energy supplier. They also keep all market protections and benefits provided to vulnerable electricity customers.

What funding is available for SolShare?

SolShare qualifies for major UK grants, including the Warm Homes Plan in England, Optimised RetroFit Programme (ORP) in Wales and Social Housing Net Zero Heat Fund in Scotland and the Local Power Plan.

Is there a monitoring portal with SolShare?
Yes. The SolCentre monitoring portal provides energy and bill savings data from site to flat level. This transparency is often a requirement for Warm Homes and other social housing initiatives. These metrics shows measurable impact for Government reporting, without manual admin.
